This is direct management and supervision of an OCONUS ISR pilot and flight operations contract. The duties of the include: Performs overall management and supervision of flight operations and pilot contract management including program milestones and financial management of the contract Performs interviews of applicants submitted by recruiters and makes recommendations to the C3ISR Chief Pilot on hiring recommendations Manage field flight operations through assigned OCONUS Lead Pilots Direct and coordinate pilot training through the ISR Training operation Responsible for developing standard operating procedures; developing and implementing all required approved training programs for the pilot flight crews IAW applicable service guidance; issuing directives and notices to the flight crews as required Ensuring that all aerodromes and routes served by the operator are operationally suitable and meet company Taking action on and distributing accident incident and other occurrence reports in coordination with the C3ISR safety manager Processing and taking action on flight crew reports; supervising flight crews Additional duties will include management of all phases of the program from inception through completion IAW the PWS. Responsible for the cost schedule and technical performance of the program Participates in contract negotiations pricing and contract scope changes including over and above Assists in the preparation of contract proposals business plans vendor performance of work statements and specifications operating budgets and financial terms/conditions of the contract Acts as primary customer contact for program activities; leading program review sessions with the customer to discuss cost schedule and technical performance Establishes milestones and monitors adherence to master plans and schedules; identifies program problems and obtains solutions; such as allocation of resources or changing contractual specifications Operate company and customer owned aircraft in flight. Will be required to be fully qualified as a program mission pilot. May be assigned other duties as required. Successful candidate will demonstrate knowledge of the content of the Ground and Flight Procedures Aircrew Training Manuals and the provisions of the civil aviation regulations and standards necessary to carry out the duties and of the position; is qualified IAW the training program to act as a Pilot-in-Command and Instructor Pilot on one of the aircraft types to be operated. Mandatory Bachelors Degree; preferred in aviation management business management or finance Familiar with 8210.1C and Army Regulations (AR) 95-20 and 95-1 and Army Non-Standard Training Circular (NSTC) 3-04.350 or other US Army aviation training manuals/programs. 2 years of manned ISR OCONUS pilot operational experience under DCMA Inst. 8210.1 or former military ISR pilot Current Active Secret Clearance with ability to obtain and maintain Top Secret/SCI At least 21 years of age Current US passport US Citizenship Must meet current MOD CENTCOM CRC medical to deploy OCONUS under a DOD contract Valid State Drivers License Read write speak and understand English FAA FAA ATP fixed-wing pilot license Current FAA Second Class Medical Certificate Flight Time Minimum of 4000 hours of total documented flight time When evaluating the flight time of applicants meeting the basic qualifications consideration will be given to among other things quality quantity recency and verifiability of training; complexity of aircraft flown; types of flight operations; and hours flown as PIC in turbine powered aircraft.
